There are typically three types of government relations attorneys: Those with the broad, substantive expertise in matters of law and public policy; those that can vividly refine and articulate a powerful message to policymakers and bureaucrats; and those with the political savvy and deep personal connections to navigate administrative and legislative progress. Jonathan is all of the above.

Jonathan’s extensive knowledge of state and federal legislative, administrative, and regulatory structures came from nearly two decades in government, both as an elected official and senior appointee. A prolific writer and a frequent national talk show guest, Jonathan possesses communication skills and media savvy that are among the elite in his field.

Jonathan has emerged as one of the nation’s leading advocates for legalization. Upon leading successful lobbying efforts that laid the groundwork for the current hemp program regime, Jonathan now serves as general counsel to the U.S. Hemp Roundtable, the industry’s leading business trade association, which led the fight to secure permanent federal legalization of hemp and continues to address the development of hemp-friendly state regulation. Jonathan’s work was recognized by the prestigious National Law Journal, which named him to its inaugural class of “Trailblazers” among government relations professionals.

In private practice since 2011, Jonathan oversees the firm’s Kentucky government relations practice and counsels corporate and association clients who interact with government at the local, state and federal level. Jonathan advises clients on procurement matters – from RFP solicitations to bid protests – election law, and public finance work, particularly in regard to energy efficiency projects.

While in public office, Jonathan oversaw much of the legal framework of state government, including most of the state’s procurement, financial management, facilities and technology, as well as the Administration’s nationally recognized efforts in energy efficiency, transparency, pension reform and re-inventing government.
