HOW BROOKE WINS
Brooke’s extensive knowledge of the labyrinthine procedures and culture of Kentucky government came from her service as a senior state government employee. Brooke served more than six years as a top lobbyist for former Governor Steve Beshear, most recently as Executive Director for Legislative and Intergovernmental Affairs in the Energy & Environment Cabinet and earlier in the same position at the Justice and Public Safety Cabinet. Prior to that, Brooke served eight years in the Office of State Treasurer, ultimately serving as Chief of Staff and Assistant State Treasurer.
Brooke’s policy expertise is necessarily broad, but her experiences are particularly deep in regard to energy issues. As a senior Beshear Administration official at the Energy & Environment Cabinet, Brooke was very involved in a wide range of issues including regulation of coal and natural gas generation and production, renewables, energy efficiency promotion, and clean air and water enforcement.
Brooke is a University of Kentucky graduate and majored in Political Science. She was a member of the class of 2000 and received the magna cum laude distinction.
Brooke has strong bipartisan relationships with most of Frankfort’s key policymakers. A top-ranking Republican state senator has said that he finds Brooke “to be highly intelligent, very attentive to detail, and well-respected throughout government agencies.” A Democratic state representative has said that “Brooke has earned an outstanding reputation as a reliable, knowledgeable, and trustworthy agent.”

Worked to become one of the nation’s leading lobbyists for the US Hemp Roundtable. In her role directing the work of state lobbyists across the country for the US Hemp Roundtable, Brooke has developed an unparalleled knowledge of regulatory and legal regimes in all 50 states. Brooke leverages that expertise on behalf of FBT clients, representing their interests before key regulatory authorities, navigating the permitting process, and helping them secure economic development incentives, public grants, and loans on the state and federal level.

Further, as the incorporator of the new U.S. Hemp Farmers Association, Brooke has developed keen insight on emerging agricultural policies and technologies.
